Depends on your abilities and how extensive the damage is.

You don’t need it, but it helps prevent lifting, fisheyes and solvent poppping, due to surface contamination and silicone residue.

How old is the car? What’s the condition of the paint? The basecoat that’s on the car that you have, pending it’s less than 10 years makes an ideal substrate.

all you have to do is sand it up really good to get a really good scuff which allows the paint to set in really well

i need to paint a car but it has paint on it i was wondering if i still have to primer it
or sand all the paint of to the metal.
